I do not understand the question. Where did you delete the picture? If the picture is on other devices why can't you transfer the picture back? Do you have a backup?

You may just be viewing the thumbnail and not the original it was built from. If on iPhoto, you may still be able to recover it if you have not emptied it's trash. Just open the Trash album in the Recent section and drag the picture back to another album.
Don't have an Apple TV and have no idea how it is set up.

I have deleted pictures (in the trash) from the finder thinking they would stay in my iphoto library. Now, I can see thumnails of the deleted pictures on iphoto but can't open them in a larger size.
Those pictures where at the same time as screen saver on my apple tv. I can still view these pictures on apple tv. That makes me think ther're still somewhere on the computer.
If you deleted photos stored in your iPhoto Library from the Finder, you have left iPhoto with just the thumbnails. There's no easy recovering from that if you don't have backups.
What generation Apple TV do you have? I have a 3rd gen Apple TV, but am not familiar with the older models. The 3rd gen Apple TV does not have any kind of storage for photos. It can use photos from your iCloud account's Photo Stream. Is that photo still in the Photo Stream? If not, it's possible that the Apple TV is simply displaying a cached version of that photo, but I doubt there's any way to extract that cached photo from the Apple TV.
