data within apps is a different story.
The answer is it can hold 1000s weather which none or little data stored on iPad
one music app which has 16GB of music files.

About 14 gig worth.
There is no set number because some apps are tiny, others are hundreds of megs.
You get 11 menu pages so you can display icons until you fill those pages, of course you can use folders to organize and have more icons per page that way....but honstly with some apps at 3 megs, others at 300 megs, there is no way to give you a set number (you will also have to consider that some apps have content which will vary...such as a Kindle app that is as big as the number of books you hold in it)

That depends on the size of Apps. IOS6 itslef can comfortably hold over 500 apps. Above that iOS6 starts experiencing slow downs.
now if an app is around 100MB and this maybe a little high for an average app, you get about 1400 apps in a 16GB iPad since some of those 16Gb are taken up by the OS. However there are apps as big as 1Gb so obviously less of those.
All in all it really depends on what apps you install. Games for instance will be far larger than utility apps for the most part.
