MobileMe is closed, and there is no equivalent to the Family Pack in iCloud. The Family Pack sub-accounts needed to have been migrated separately, becoming full iCloud accounts. If you did not migrate them you can reactivate the addresses (though not their previous contents) by signing in in System Preferences>iCloud with the email address in each case and enabling Mail in the checklist there.
