As far as I know Apple haven't given a reason, but it might be because they thought that it would be difficult to hold steady whilst taking a panoramic picture. If it's something that you'd like then you could try leaving feedback for Apple via this page : http://www.apple.com/feedback/ipad.html

I realise there may be apps available for download but why? When it is integraded into IOS6, King_penguin's idea about not being able to hold steady is a thought...but I think it would likely be easier to hold steady because of it's size. Don't mean to have sour apples here but iDon'tunderstand.

Yes, JimHdk you are right of course. Just don't know of any other way to get it out there. I guess I'm hoping the apple folks check out what we users are thinking about their products.

Apple does what they do, and none of us here know why. A person could guess that, given their size, it was seen as the touches and phones serving more time as a camera due to their size while that same size issue would proclude iPads from serving as cameras.
Can't say that reality plays out that way. I've been in national parks and disneyland and saw plenty of iPads being used as cameras. (Including one brave soul standing in the middle of a stream taking a photo or video with their iPad)

Although I don't have an iPad mini, I tested on my iPad with Retina display and it worked fine, and I have done multiple Panoramas with it on my iPhone.

Yes I have a iPad mini and I was very Surprise that there was no Panorama on the iPad mini. I use it every were and talk too work and on Holiday. So why no Panorama Feature ? That a good Question ?

No, it's not a good question. It's a completely pointless question here as no one can answer it. Apple has never said why they didn't include that feature. Therefore, no one here knows. Next time, do your research and you won't be surprised.
