    This would indicate a serious hardware failure, take the device to Apple for evaluation and possible replacement.

    The problem you describe is most commonly caused in a 3GS by an attempt to unlock the phone for use on non AT&T networks via a hack rather than an official Apple unlock when the 3GS has one of the newer baseband chips (generally any 3GS made after week 27 of 2011 I believe). Typically in this situation, an iTunes restore to factory settings will fail near the end of the restore with an error code of -1 (unknown error message). The only fix is a replacement of the baseband chip which is about $70. Note that this is not a hardware error but is rather a software situation that prevents the Apple software from being loaded to the baseband chip.


    If you are positive that there was never an attempt to hack unlock the phone and there is no trace of Cydia on the phone there is the remote possibility that the baseband chip had a hardware failure and would be covered under the Apple warranty.

    The phone is toast. Either it failed catastrophically, or it was hacked/jailbroken. Either way, you will need a new phone. If it was hacked/jailbroken, Apple won't touch it. If it was not, you can get an out of warranty replacement for $149.
