My boss just gave me his iPhone 4 and when I go to music it still has all his iCloud music to download. How do I get rid of this?

Turn off iTunes Match in Settings>iTunes & App Stores.  Also change the Apple ID in Settings>iTunes & App Store by tapping it, signing out, then signing back in using your ID.

I've done both of these and It still shows all of his cloud albums and songs. Not on the phone, but available to download.

Where are you looking when you see these "cloud albums and songs"?  If you aren't signed into his ID in Settings>iTunes & App Stores, and have iTunes Match turned off, I don't know how you would be able to see his previously purchased music or iTunes Match library.

Have you also changed the iCloud settings?

If I open up music it shows all of the stuff he had and gives me the option to download it but if I try it says that I don't have access to it and just keeps trying to move to the next song but the same thing happens. Then it kind of gets stuck in a loop of trying to keep moving to the next song but it can't download any of them... I've changed everything over to my apple ID and iCloud account so I have no idea why the phone is still trying to pull from his.

I don't know why this would be happening either.  If this is a phone for your use only, you may want to restore it as a new device and start over.  That's the best way to purge the prior user from the phone.
