No. Only the network provider to which it is locked can unlock it. Contact them.

Yes you contact Sprint directly to see if they offer an unlock service and what charges they may apply.
The unlock process is carrier confirms imei number (GSM ID) /meid (CDMA ID) number with user (You) .
These numbers are passed to Apple
Carrier sends you a text/e-mail confirming Apple has been authorized to unlock hand set, and that you should connect the phone via a USB cable to your computer and launch iTunes
You follow the onscreen prompts and your hand set is unlocked.
All that said once completed I am not sure if Verizion will accept your phone on their CDMA network or if you will be restricted to using the GSM radio for ATT or limited T-Mobile US service (No 3G frequency compatibility) or one of those MVNOs such as Virgin or Boost (these can have issues with sms/mms transmissions !)
Frankly its probably better to sell your phone to an existing Sprint subsciber via Craigslist/eBay and buy a new phone on your preferred network.
