Only the carrier can unlock the iPhone.

@carl wolf does that me i have to call that particular carrier to do it for me or what do you mean? do these online companies saying they can unlock if i pay do they work?

It means that ONLY the carrier the phone is locked to can legally authorize unlocking it. If it is locked to T-Mobile, then contact T-Mobile and find out what their policy is. Make sure you contact the correct carrier. T-Mobile in the UK is NOT the same as T-Mobile in Germany. They are different carriers.
The online services that offer unlocking can not legally do so, You will either be cheated out of your money, the phone will be hacked, or they use an insider at one of the carriers to illegally enter your serial number into Apple's unlocking database. In the latter case, it will be found out eventually, and your phone will get re-locked.
