iPad Retina fresh out of the box is not charging

I just bought an iPad for my parents, took it out of the box, plugged it to the power and the thing is not charging.

Also, when the iPad is powered off, and the lightning connector is plugged in (not connected to power, just the cable with the USB dangling from it), it starts up! It turns itselv on!

Since my iPhone also running iOS 6 does not behave like this, I suspect something is wrong with the lightning socket in the iPad.

I still haven't been able to charge the iPad and when I connect to my MacBook Pro, it deactivates the USB because of too high power consumption.

Have anyone experienced the same problems with iPad with the lightning connector?
