If you need to restore your iPad and the device is not being recognized in iTunes, the next step is to try Recovery Mode in order to restore.
This support article explains how to do it. It may take a few attempts in order to succeed so don't give up if it doesn't work the first time.

Recovery mode is not acknowledged by iTunes. I have tried the process as described numerous times. It is like the data portion of the USB is not working. I charged it fully so that is not the issue. I know the cable is good and the iTunes installation is working because the other iPad is recognized. Any other ideas?
