Sign into iCloud where? In Safari on the iPad?
iCloud.com is not meant to be signed into on a mobile device since everything that you need that is in your iCloud.com account is already on the iPad.
Notes, calendars, contacts, reminders, photo stream, email, app data and documents. What are you trying to do?

There have been all kinds of problems with Apple servers over the past few days ....connecting to the App Store and the iTunes stores, iMessage and FaceTime were down until just now. This could be on Apple's end.
I have never seen a message like that and its hard to believe that signing into Apple's own iCloud would give you this message on the iPad, but I guess anything is possible. I assume that you are trying to sign up for an iCloud account for the first time? Try quitting all apps and reboot the iPad so that you are sort of starting "fresh" and see if the message goes away. You could also try signing in and setting up an account on your computer, if you have a Mac, but if you are seeing this on the iPhone, you might see it on the computer as well.
to the home screen first by tapping the home button. Double tap the home button and the task bar will appear with all of your recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button or anywhere above the task bar. Reboot the iPad.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
