Yes. You don't even need SIM. You can use it just like wi-fi iPad.

Sure, but it seems kind of pointless, to spend the extra money on a cellular version and then just use Wifi. if you are gong to do that, why not buy the Wifi only version.

You can use the Wi-Fi + Cellular iPad without using the 3G connection, but in some countries, it's only sold with a contract
