I am just trying to set up my new mac mini fusion and have the same problem, magic mouse connected fine, it brings up the keyboard screen, gives me a number to punch in and press return, which it appears to accept, it does this 3 times and then just hangs, great! spent over a £1000 and cannot get the unit turned on??????
ps tried new batteries and it has made no difference

yep "I rang a friend" who also suggested that, the usb keyboard was recognised and I proceeded with the initial setup, I then went into "keyboard" in preferences but the mac mini now does not/ cannot see the wireless keyboard at all
(the wireless keyboard is the new Apple ally one and has not been opened till this morning)

In System Preferences, go to Bluetooth and try pairing the BT keyboard there.

I've the same issue with the late 2012 new mac mini. No matter how I tried but it just couldn't get the bluetooth keyboard paired. At last, I managed to get it pair up. Below are some of my observations during the process of trials.
1. Tried from Bluetooth tab and select "Set Up Bluetooth Device" will not be able to get it work.
Below steps worked for my wireless keyboard.
a. Prepare the link up with any USB Keyboard and connect to Mac Mini. Make sure the keyboard is recognized and functioning.
b. Go to System Preference, Click on Keyboard icon, Click on "Setup Bluetooth Keyboard" at the lower right corner and follow the step of keying in the pairing password and proceed from there.
It worked after going through the above step. For step "b", make sure Mac mini able to detect the Bluetooth Keyboard. Try "off" and "on" again and not too far from mac mini. For my case, I'm using oem version of mac wireless keyboard. Hope the above help for those who face the same issue as me. Thanks.
