Do not disturb doesn't work

Even though I have my iPhone4s set to "do not disturb" and accept calls from "no one", calls still come through.  any ideas of what's wrong?

    Try resetting your phone, hold the home and off button down until the apple symbol comes up,

    Do Not Disturb is not like Airplane Mode which blocks all incoming and outgoing signals. Do Not Disturb simply stops the alert sounds so you're not interrupted by a call or text while you sleep, play Halo or whatever it is your doing and you don't want the iPhone ringing or buzzing. Calls and text still come through to your iPhone, unlike Airplane Mode, it just wont be announced to you or the world. Hence Do Not Disturb.
