iPad's FaceTime doesn't work but iPhone's FaceTime works fine on same WiFi at home

My parents are having a bit of a problem with iPad's FaceTime. Not sure if anyone has a solution or experience with this. Basically my parents and sister have an iPad and iPhone 4S and I FaceTime with them pretty often. Last year before iOS 6 came out, we couldn't use the iPad to FaceTime although it was connected to the WiFi. The funny thing is that the iPhone and iPad were next to each other and the iPad would never be able to receive/send FaceTime calls. Even when they turned the iPhone off, the iPad's FaceTime would still not work.

 

However, that all changed when iOS 6 came out and they updated to it. It worked fine and all. However, when iOS 6.0.1 came out; FaceTime again stopped working on the iPad (both before and after upgrading). I'm pretty confused on what's happening. They are running a WPA2-PSK WiFi at home. They brought the iPad to the Mac shop but it worked while they were there. I doubt it's a WiFi issue.

 

Anyone has a suggestion?
