Reverse the original actions
Moving the iPhoto library is safe and simple - quit iPhoto and drag the iPhoto library intact as a single entity to the internall drive - depress the option key and launch iPhoto using the "select library" option to point to the new location on the external drive - fully test it and then trash the old library on the external drive (test one more time prior to emptying the trash) or keep it as another backup
And backup soon and often

While I waited for replies, I went ahead and dragged my iphoto folder in the external drive to the Pictures folder in my internal drive. (I looked up the instructions for moving from internal to external and reversed them.)
Then I launched iphoto and it asked what photo library I wanted to use, I pointed to the new internal one and voila! Done.
Thanks for advice to check again Larry. I will do that before trashing external drive.
