I use FileWiggler.com all the time for basically any conversions, including converting mp4 to mp3 files, all you do is browse and upload the mp4 and the desired format will be sent to your email. It is a simple, free and highly effective website for any conversion need you may come across.

iTunes can handle mp4 on Windows too.

iTunes can convert from one format to another without the need for 3rd party software. See also my script ConvertFormat which is ideal if you want to permanently swap the format for your library.
