No. Availability has NOT been announced yet. You can NOT purchase anything from the U.S. store using a non-U.S. credit card.

Yes, you can use use your non-US credit card if the issueing bank aloows it and you get approval from the seller in the USA.

Apple will not sell anything through the US store if you dont have a US issued C Card. In fact. I was trying to buy the canadian version using my us card but it did not work. So forget it. No us card no iphone. Release date? Who konows. May be in the next few weeks. My current iphone came from canada in 2010 but this time I did nOt find any friends overthere
It would be perfect if some one from apple would read this and give a proper answer. And as I wrote Steve Jobs once, before unlocked iphones became available in the US online store: it is easier to buy cristal meth than buying an unlocked iphone from Apple. At least now is possible. You just have to wait...

Actually, yes it's possible to buy things on the US Apple store with a non-us credit/debit card. That depends of you bank.
But we have no dates yet for the availability of the iPhone 5 on US Apple store. Hope it's coming out soon
