by wifi to a supported receiver
by bluetooth supported receiver
by cable if hardware is provides to wanted hardware connector
so the answer to your question is yes as much as any other smartphone and or computer
in if hardware and software is avaible

It depends - are your customers going to use this, or is is strictly for your own diagnostic and repair use?
If I were going to use it in a shop environment I would use a dedicated (and cheap) OBD reader instead.

Buy a dongle that hooks up to your iphone and can scan wirelessly via bluetooth. I havent used it yet, but was looking into checking out the bluetooth version for my iPhone 5.
They also provide a dongle version for the old iPhone 4 connector.
