I have already seen other threads about this as it looks like it's a very common issue with the iPhone 4s.

The camera shutter always remains closed preventing me from taking pictures.

Despite as much research I've done I've found that the only way to get this fixed is to take the phone in to an Apple store, correct? If so, how much will it cost me to get it fixed as I do not have a warranty or anything on the phone? I thought I could live without the camera but it just isn't working out, I want to take pictures with my phone.

iPhone 4S, iOS 6.0.1

What user troubleshooting have you done on the phone? If you are just taking what you have read on the Internet as fact for the reason your camera is not working, you are cheating yourself. User troubleshooting consists of restart, reset, restore from backup, restore as a new device, not from a backup. If you do all of that and it still does not work, then make an appointment at the Genius Bar at the Apple store for hardware check. You say you don't have warranty. Does that mean you have had the device longer than one year? If so, the OOW replacement cost for the iPhone 4S is $199. They do not repair the phones, they replace them. They replace with a like device to what you currently own.
