First, Safe Boot , (holding Shift key down at bootup), use Disk Utility from there to Repair Permissions, move these files to the Desktop if they exist. Will require resetting some options.
Then reboot once more.
PS. Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.

I sure don't like the sound of "repair Hard Drive". I've used Disk Utility to check the Hard Drive many times, and it always is OK. Do I do those steps in that order? Safe Boot, Repair, move .plist files, reboot?

Do them in prder, but the Repir is automatic on safe boot, no worry.
