If a phone is unlocked, it means you can take it to a carrier of your choice and sign up for service. What you pay will depend on what plans the carrier you select offers.

You get either a prepaid SIM from a carrier or a contract with a cellular carrier to provide service to the phone. It's the same as a locked phone, but you can choose the carrier rather than being tied to just one.
