You certainly can buy at full retail with no commitment. Be aware this does not guarantee that the device is unlocked.
The no commitment devices are available in store, either Apple or Verizon.
You may be able to order the no commitment device via Verizon's website.

From the first day of release, Verizon (like all carriers) has offered the iPhone 5 at full retail. Simply walk into any Verizon retail store and tell them you want an iPhone 5 of whichever capacity without signing a new contract.
