very peculiar...on LTE and 3G no email issues whatsoever but when in a wifi area email is out of commission.... I contacted Apple, my server and my network provider but no solution!!!!!

Anybody with insights on this?

Other than not receiving or sending email, what is the iPhone doing? Are you seeing any error messages? Are you able to access the Internet when on this wifi?

Are you seeing any error messages when attempting to send or receive mail? When you open the email client on the phone, in the status bar on the bottom do you see any status messages, like connecting, etc.?

Then you need to go into the email accounts and check them for passwords. Many email providers require different security when you are using different networks. Also, when setting up accounts, you will see some settings say optional, and they should be filled out. Since the first thing the email client on the phone does is try to receive, I suggest checking the settings on the incoming mail first. Check the Advanced settings, make sure under Incoming settings that authentication is set and if necessary SSL is turned on or off as determined by the email provider. Then check the SMTP settings, makes sure username and password are entered and SSL is on or off, as determined by your email provider. If necessary, delete the account and re-enter it.
