I found a solution that worked for me.
This started happening for me when I upgraded to IOS 5.0 on my iPhone 4. It might have been because it started to do some iCloud syncing before I could stop it and return to iTunes syncing with my Outlook 2007.
Resetting the sync history did not work.
Telling the sync to replace all the info on the phone did not fix this.
I tried several other suggestions from the forums.
For the 4 problems that were calendar related, I deleted those entries, synced, created them again, and synced again.
For the 180 Contacts errors, through some trial and error I discovered that if I made a new copy of the contact in Outlook and deleted the old one, then synced, that it actually solved the problem. So then I just created an autohotkey script that did ctrl-c, ctrl-v, uparrow, Enter, delete for each of the problem entries, and I've successfully synced without the error 7 times now. In my case, all the problem entries were ones where I had added either a photo or notes to the entry, and the phone version seems to always have one extra empty line in it.
I've since seen a recommendation on some other forums that has been successful for numerous people, and it might be easier. I'd recommend good backups and just renaming the file noted below if you want to try it. Seems like a reasonable shot. The link I found is below.

I repeatedly got the same error message, "unable to retrieve conflict information from sync server".
I am using Windows 7 and had previously been syncing my ipod via USB to Outlook 2007 Calendar, Contacts and Notes without problems. When I got my iphone 4s I was able to sync successfully to icloud, but when I installed icloud on my pc and tried to sync I began to get the same error messages Steve from Newport Beach describes.
I tried “Reset Sync History” in itunes;
I uninstalled icloud;
I reinstalled itunes;
The Apple store folks tried Erase all Content and Settings in the iphone;
I reinstalled MS Outlook;
None of these things resolved the Conflict Resolver problem. And iphone and Outlook Calendar (at least, I didn’t try making changes to Contacts) would not sync effectively.
I decided that my Outlook data file had been corrupted and was never going to sync properly again with any device. Reinstalling Outlook does nothing to help, because it restores the same data files which are not erased in the uninstall process. So, I copied the Outlook.pst data file from another computer (my pc running Win XP) also running Outlook 2007 but which had not recently been synced (and therefore was not corrupted) and pasted it into the same folder on the Win 7 pc.
If you are fortunate enough to have a second pc running Outlook this could work but your data will only be as good as your most recent sync on that computer. (If you have your Outlook data backed up elsewhere, you are smarter than I am.) To use this fix you must open Outlook, from the scroll down menu choose File, choose Data File Management. This will open window called Account Settings. On the data files tab you will see an Open Folder option. That will show you your data (.pst) files in their folder. You can then cut and paste your new Outlook.pst file into the folder. Then go back to the Account Settings window, click Add…, choose Office Outlook personal folders file (.pst), choose the folder that you just pasted. In the Account Settings window highlight your new .pst file and click Set as Default. Highlight the corrupted .pst file and click on Remove. The corrupted file should no longer be available to sync, but will still be stored in the data folder. Restart Outlook and you will now see your data from the restored file.
I think the problem may have begun when I was originally adding my iphone into itunes and chose an option that said something like Treat as Existing ipod as opposed to Add as a New Device. A huge warning notification and clarification of the choices in itunes might have saved my about 16 hours of work and heartache.

I found the fix!!
I was having the same issues for months and was not able to resolve it until last night.
I discovered the solution purely by accident while trying to resolve the issue and it is so simple you will laugh.
I was looking at all of the recommendaed fix's and I thought to myself, I wonder if the issues is a record lock?
I closed MS-Outlook and ran the Sync again and no conflict sync errors appeared. To test this out again I went to get my iPad and ran a Sync and low and behold no more conflict Sync errors.
Perhaps this solution will work for you also.

Worked for me! I have been fighting this problem for 6 months. A lot of others have also! I found SEVERAL discussions about this problem. Thanks, Dwight. Sometimes the simple solutions are the hardest to figure out.
