Not sure it is true. Do you have all the settings correct
Settings > General > Cellular > Cellular data network
and put all the required data then switch Personal Hotspot to On.
Additionally, it might be that the provider is blocking the tethering... and saving its data bandwidth and I believe it is nothing to do with Apple.

Munas. Tethering is allowed under certain conditions on the GiffGaff network, but as apple do not recognise giffgaff as a carrier the personal hotspot option is hidden. Normally giffgaff users have to jailbreak their phones to be able to tether.
Giffgaff support have said they cannot do anything, it is down to apple to update the carrier settings to allow giffgaff to be recognised.

I second this. I'm using giffgaff and I want to enable tethering. Apple, please recognise giffgaff as a cellular provider.

Apple are not bothered. I've tried to contact them and they just refer me back to giffgaff. Giffgaff in turn say that it's down to apple. Can't wait for the iOS 6 untethered jailbreak to come along!

I've tried already. As my phone is out of warranty they want to charge me £25. The only free email address I found told me it was a carrier problem and not apple's fault.
Apple just don't seem interested & giffgaff seem at a loss what to do next.
My wife does not have this issue with her galaxy s3!

28minutes so far on this call, now with senior techie - am trying to get through to them that its a simple iOS issue with the carrier not listed.

UPDATE- 51 minutes on the phone and spoken with a senior tech. She is raising the issue as an iOS issue and confirmed that Virgin users in the US have the same issue due to their carier also not being listed.
She has promised me feedback.
In the mean tim is off to the GiffGaff forum to encourage as many users as possible to report this as an iOS issue and not give up on the call when apple tells em its a giffgaff problem or to reset their phone setings etc.

Glad I'm not the only one who has this problem. I'm paying giffgaff for a service Apple won't allow me to use. It's definitely an Apple/iOS problem. I'll call them too to report the issue.

I really would like to use my giffgaff uphone to tether. Thinking of getting a samsung instead...reluctantly.
