To type Hebrew, you go to Settings > General > Keyboard and add a Hebrew keyboard to your list, then use the "globe" key to select it and type.
If for some reason you do not like the Hebrew font provide with iOS, there is no way for users to add fonts on these devices yet. You can ask Apple to change that via
Pages has various bugs that may make it unsuitable for RTL scripts for many users, so you may wish to try using a different app for Hebrew.

I think you will just have to try them to see what meets you specific document creation needs. If you have Pages already, see if the bugs are a major problem or not, or try copy/paste from Notes. One app I came across recently that seemed interesting is Daedalus.
