Speak selected text when the key is pressed doesn't work

When I enable the "Speak selected text when the key is pressed" option in System Preferences > Dictation & Voice, I can't get it to work. I use the default key combination (esc + option). I've tried disabling it and enabling it, and using differnet key combinations.

 

I've tried removing the preferences from ~/Library/Preferences that are prefixed with com.apple.speech.* but that hasn't helped either.

 

I can get dictation to work with right clicking on selected text and selecting the "start speaking" option but I miss my keyboard shortcut that I used to have in Lion.

MacBook Pro (15-inch Early 2011), OS X Mountain Lion (10.8.2)
