How does the phone determine whether a text message is sent via iMessage or the user's regular cellphone service?

So I looked up the details of iMessage recently and it said that it was used to send messages to other Apple product users. But it seems it also sends iMessages to non-Apple products as well. I say this because I had texted a friend one time and it used the blue bubble, saying the text had been sent via iMessage. But I know for a fact that this friend does not have an iPhone and was not using his iPod to text. Out of curiosity, how does the phone determine whether a text message should sent via iMessage or the user's regular cellphone service? And can iMessage be used to send texts to these non-Apple product users?
