Why iCloud can´t find my iPod Touch ???

Hello Everyone !!!


I lost my iPod Touch (4G) 2 months ago. Since it is registered and trackable in and by iCloud I supposed that by now someone had already connected to the internet and the iPod that is now in "LOST" mode would have told me where it is or at least told whoever found it to please retur it to me.


So, here goes my question: If someone finds my iPod Touch and resets it to factory settings without connecting it to the internet (in a place where there´s no wifi) would the iPod be still be traceable by iCloud if someone reset the iPod to factory setting and change the Apple ID on the iPod ???? Does iCloud trace iDevices by only their Apple ID´s ???? or iCloud trace iDevices by their singular Serial Numbers ?????


If iCloud traces iDevices by their Apple IDs we are doom !!!! Because once someone resets them to factory settings they can not be traceable anymore.


BUT !!! if they can be traced by their singular Serial Numbers, that can´t be change in anyway.


So, how this iCloud "Find my iPod" works ????
