sorry i had trouble getting the image to post the first time. for some reason the "cancel" button was visible and the "post" (or whatever it says) button was not visible. there was red text across the top that made it look like there was something it didn't like about my image, but then i blindly clicked in the spot where the "post" button was supposed to be, it worked. so i guess the red text didn't mean there was anything wrong with my image...
anyway, you can see what i am talking about below. anyone else seen this?

the noise in question definitely looks "digital" in nature, but on the other hand, it has a soft/blurred appearance. this makes me suspect that safari is rendering the background of the page by taking a small background image or texture, scaling it up, and then rendering it using smoothing or anti-aliasing.
because it is so ephemeral in nature (the slightest scrolling of the page can cause the pattern to completely change or in many cases to disappear altogether), i was actually a bit suprised that i was able to capture it using Grab.app.
pattern of the "noise" is somewhat random in nature. here's another view (of the same web page) with a different noise pattern in the background.
i'll also say that the machine show no other odd signs or symptoms related to video or rendering. whatever the problem is, it seems to be localized to a routine that is only invoked when rendering the background of certain webpages.

Wish I can help but I'm having the same issue with my rMBP 15" Safari is acting funny and when I scrool thrugh the website like Yahoo.com it lags really bad its not smooth at all.

I have the same issue but it's compounded by the fact that after a page in Safari turns to garbage - the screen will often flash and then the computer freezes completely. I've also had issues with Safari not turning to garbage or the machine freezing but Safari seeming to cause my Airport Extreme to reboot which in turn causes the internet router it's connected to to drop off line.
To do some testing I reinstalled a fresh ML 10.8.2 system and spent the morning working in Chrome without any screen or internet problems. Within 10 minutes of starting Safari the AExtreme dropped offline. No Safari garbage windows yet.
