An iPad with just wifi needs a wifi network. iPads with cellular can use the cell network but then you have to consider data fees. You will need to decide if you want to add a wifi router to your system at home.

The wifi iPad needs a wifi signal from your router .You will need to
upgrade your router to a wifi router as you cannot plug an iPad into
the broadband router as you probably do with your PC

Wifi Only iPads need Wifi. If your broadband Router at home does not offer Wifi, then the easiest way is to buy a Wifi acccess point and connect it to your Broadband Modem through a cable.
You will then be able to use your existing broadband connection wirelessly with any device you want including the iPad.
As was mentioned above if you buy a Wifi + 3G variety of iPad it can connect to a cellular network like your cell phone, though you will need to set up a data plan with your cellular provider for the iPad to use.
