Not if you take the proper steps to migrate the data to the new account.

Before deleting the account, if you have any photos in photo stream that are not in your camera roll or backed up somewhere else save these to your camera roll or you will lose them.  To do this, open the photo stream album in the thumbnail view, tap Edit, tap all the photos you want to save, tap Share, then tap Save to Camera Roll.  Once this is done, go to Settings>iCloud, scroll to the bottom and tap Delete Account.

If you want to keep the data you have on your iPad and merge it with the data already in the account on your iPhone, when prompted about what to do with the iCloud data, be sure to select Keep On iPad.  Then set up a your iPhone iCloud account, turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge.  This will merge the data on your iPad with your iPhone iCloud account and the merged data will appear on both devices.

However, if the data you want on your iPad is already in the iCloud account you have on your iPhone, when prompted about what to do with the iPad data when deleting the account, choose Delete from My iPad.

Then set up a your iPhone iCloud account, turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge, which will download the existing iCloud account data to your iPad.
