No. ONLY the carrier it is locked to can authorize unlocking it, and that is completed by plugging it into your computer running iTunes and performing a restore.

Thanks, Vodafone has authorised the unlock following my switch to another carrier yesterday but vodafone explained they have to send the unlock request to apple who has to unlock it. This can take up to 10 days to action. Which is why I was wondering if the apple store can do it (with Vodafone's permission of course) as 10 days without a phone is unacceptable!
