I'm afraid there is no other way to activate the phone than inserting a valid SIM card, check this article:

Jesus Christ man! Well, I will see what to do, anyway, I believe there are alternative ways to activate this... thing. (Using unnoficial software) This is why I don't buy apple devices, you always get mad with ridiculous things. Thanks.

If the phone has been officially unlocked, any supported SIM card should work to activate it.
Using modified software can make your device useless:

Are you serious ? , don't play with me . The device is actually useless right now because of that annoying sim activation process. It's asking me for something I could not do, and there's no button/option to just skip the process. So if there's no option for me, of course I am gonna use modified software, I have no option. The developers did not put a skip button, so I have to use software developed from unknow people that apparently wants to help people suffering with these bad developed things.

What I'm trying to say is, there is no guaranty that using modified software will solve your problem.
