I didn't experience this phenomenon until yesterday. I've used numbers from its first release and only use it on one document. A document that I add to practically every day. I'm using 10.8.2 and v2.2 of Numbers. The only thing of possible consequence other than Apple's own updates have been two updates to Default Folder X, the first of which caused some funky app opening problems, but that's pretty much gone now.
I tried turning Defaut Folder off but the problem with Numbers was still there.
Very often I'll have the document open with the cursor on top BUT the program is not selected and there's no problem with CPU-hogging. It only occurs when Numbers is the top most app and the cursor is over an open document.

First, double click the home button and touch one of the app icons until they dance, then erase each one of them in the queue. Then click the home button again.
Then shut the entire iPad2 off by holding down the on/off button.
Wait a minute, then restart the iPad2 by holding down the on/off button for a few seconds.
This helps with many ills with the iPad.

I experienced the excessive CPU usage and the wait cursor with Numbers 2.3 under Mountain Lion.3.
After trashing the files in the "com.apple.iWork.Numbers.savedState" folder in the "Saved Application State" folder in the user Library folder, and trashing the "com.apple.iWork.Numbers" file in the "Caches" folder in the user Library folder, the above symptoms went away.
