I'll try to help you the best I can. When you go to Notifications, tap on FaceTime in the notifications inside on Settings. Make sure your sound is toggled on. Did you set it to "On" for sound in Notifications-> FaceTime?

Here is something funny.
If I go to Settings - Notifications - there is no facetime choice.
If I go to Settings - Facetime - It states on, and shows my Cell # as primary contact

FaceTime won't be in notifications in settings if you're on the iPhone, it shows up on iPad and iPod touch. So the only thing I can help you with, is to make sure you have a ringtone selected for when your phone rings for a phone call. The ringtone will be the same weather it be phone or FaceTime call. I'm not sure why else it would not have a sound when you get a FaceTime call. Did you create a ringtone yourself and sync it to your phone and use that ringtone for your alert? I had trouble with making an alert an didn't make a sound. Try picking a different ringtone or create it again if you created one.
