General rule is if page outs exceed 10% to 15% of page ins, you can use more memory for the programs you run. In the picture you posted, essentially page outs = page ins. You can use more memory.

Okay, thanks for the help! When I took that screen shot I wasn't running many programs so can you suggest a reason for the high amount of page outs?

The page in/out values accumulate and are reset when you reboot. So, while you may not have been running much of anything at that moment, it's reflecting events since your last boot.
