Apple does not unlock iPhones that are locked to a Carrier. You will have to try another staff person at Orange UK because they are the ones who authorize the iPhone Unlock. At my Carrier a different person can make a big difference. Be nice, see what they can do when you call again.

the device is locked to Orange UK and they refuse to unlock it for me as the IMEI is not signed to my name which is obvious as I just bought this iPhone...
Most carriers will unlock a phone only for the person who had the original contract with the carrier. That you purchased the iPhone from someone else, on eBay or anywhere else, means nothing to the carrier. Nor can anyone else get the iPhone unlocked for you; not your friend nor anyone else. If Orange refuses unlocking because you are not the original owner, then your only recourse is to 1) contact the person from whom you bought the iPhone and get them to contact Orange and arrange the unlocking, 2) cancel the sale and return the iPhone or 3) sell the iPhone to someone who can use it with Orange and buy a truly unlocked iPhone.
