If you checked the settings "Settings > iCloud > Storage & Backup" and turned off a lot of services and also deleted old backups, it should be fine. Sometimes it takes a few hours or a night until the actual usage will be shown to you. I would suggest just to wait a few hours.

I made those changes a few days ago and it has not changed hardly anything.
All of the apps. are turned off except Pages, Keynote, and Numbers.
Mail is only 34.5MB.
Even the camera roll.
Documents and Data is 3.6MB from Pages Keynotes and Numbers.
I am still showing 4.2 gigs of back up space being used by my phone now and on the next back up.
Either there is a problem with my icloud account or I am missing something else.

I was using up a lot of space as well and did not know why. I just did this: Settings - iCloud - Storage & Backup - Manage Storage - (under "Backups") This iPhone (which in my case is named iphone 5) - Camera Roll OFF.
I didn't realize my camera roll was backing up. I thought I had prevented that. After turning it off I have 4.8 GB Available again.
