Apple has apparently decided that it is more cost-effective and efficient for them to replace defective or damaged devices rather than repairing an individual's unit. That's just the way it is, and it's not uncommon in the industry for this class of electronic device.
In any case, the reasons don't matter. You can either pay the replacement charge, or use a third-party repair service and void all further support from Apple. Your choice.

The screen isn't just a piece of glass laid on top of the device, it's connected to sensors and the such and isn't just a 'pop a new one in' kind of repair. In fact, the downside of the iPads in general is that they're not modular like laptops, stuff literally has to be done in a factory setting. Which is why they can't just replace it for you.
That $300 is really a fee to replace your iPad for a refurbished one. they then probably send yours back to the factory to have it refurbished or its parts recycled.
it's totally no fun, I know, but just how it is.
If you do choose unauthorized third party repair, doing so will void your warranty.
