The only way I have found to do it is to go to view and show sidebar. Then my iphone appears in the side bar and I can the drag the list on to it from there... kind of a pain.

It works the same way in iTunes 11 that it has worked in every previous version.
If manually managing content on the device, drag and drop the content to the device.
If syncing, select the content desired to sync and sync.

Definitely not the same way as in previous versions. I made changes to a playlist on my computer, synced, no changes to iPhone playlist.
Adding a new playlist in previous version was a quick drag and drop. Now its a convoluted process of selecting menus then drag and drop. I've yet to find anything on Apple's site detailing what I found on the link below. I feel like I'm back in Windows.
I'll take iTunes 10 back thank you.

It definnitely does.
Adding a new playlist in previous version was a quick drag and drop.
And it still is.
Enable the side bar by doing Cntrl + S.
Then drag and drop to your hearts content.
OR just enable syncing and select the items you desire to have synced, then sync.

Thanks everyone for your help. Problem solved. Being a genius, I neglected to hit view and show the sidebar. That fixed everything.
