What OS is the laptop running?

How have you configured the laptop Ethernet options?

my question is can the school computers work on the open networks

What are you asking here?  Sure computers can work on an open or closed network ... one with passwords..

or is there something wrong with my computer.

Try the laptop in some coffee shop that has free wifi

look for some free program that detects wifi signal strength.

    ask a geek school friend.

    Suggest:

    1) Get the exact message.  Do google search on message.    ( Great response for all error messages. )

    2) Post exact message here if you do not undestand Google links

    3) Compare network setting with ipad against laptop.
