These pdf files do not allow even a simple search. So they are quite a nuisance.
I tried with ReadIris OCR to repurpose, the result is not very good.
It is also a tedious process since I have large pdf files with many figures that must be reproduced correctly.
Is there no other program that does the repurposing quickly ?

It almost sounds as if you're having scanned docs in PDF format. If that is the case, then there's nothing you could do anyway, it'd be an image, not text.
There used to be PDF viewers that were able to "ignore" security settings and locks, but that's years ago and I don't know what's on offer these days, if any. So much is sure: you won't find such software in the App Store.

Yes, they can, but OCR software is generally hit-and-miss. It really does depend on how the PDFs were originally created, as at their most basic level a PDF is just an image of a page. Many of the advanced features need to be embedded at creation.
You could try talking to the originator, or try getting the original files and redo the PDF process?
