looks like it wants to start, but then it doesn't.
What exactly does that mean? Didn't know iPhones "want" to do anything.
Did you try resetting the phone (no data loss)? Press both the home and power buttons for up to 30 seconds, releasing when the Apple logo appears.

When I say it wants to start, I mean the apple logo is flashing, I have it plugged in. Tried what you suggested, still plugged in, now it shows the usb jack on the screen, and the itunes logo. Should I unplug the device and try again?

Still flashing the apple logo, unplugged, tried to reset it, still nothing.

Your phone is in recovery mode and needs to be restored. Try this
1. Start iTunes on your computer. If iTunes detects the phone in recovery mode, follow the promts to restore.
2. If iTunes doesn't detect the phone, follow the directions in this article under "Placing your device in recovery mode."
