OK, Here's the answer to my own question (in case others have this problem too). You need to reset the Java Preferences (in Applications/Utilities). Just click the open boxes in the General tab and set to Default. Restart Mail. It should now work properly. It did for me on both computers.

Just for your information, Java has nothing to do with emailing. Restarting Mail probably did the trick.

Actually the problem was with Java, and simply restarting Mail had no effect at all until Java was reconfigured.

I had exactly the same problem as arthur1234. I followed his own suggested fix in his post of 10/12/2012 at 9:31 AM.
His fix worked perfectly. Attachments are now being sent and received as they have been for the last 10 years or so.
