Reinstall your OS by using recovery (Command + R) over the top of what you have; it should reinstall Mail.

So, just to confirm,
The only way for me to fix Mail is re-install the entire OS?
(meaning all my other files / pics need copying back over from my image afterwards and all my other apps will lose their 'recently opened' lists etc.)
Really? This seems like a really poor setup for Mail.

No, you will not need to copy/port over any files of yours. They stay untouched. All you will do with this method is to reinstall the actual Mac OS over the top of what you have. It will fill in the blanks so to speak.
Since Mail is an integral and built in part of the OS, this is about the only method to do this now with the new download-only delivery method for the OS (or apps). It is actually quite painless, I've done it several times. The only thing you lose is the time wasted waiting for the download and install (if you don't have the fastest connection).
