Triple click the Home button and then turn of by Settings>General>Accessibility. Try using three fingers to allow scrolling the screen to get their. You can also connect to computer to turn off. See:

what i do is i put my finger on the passcode lock, then do 3 fingers. worked the first time "_"

ok. its very imple. i had this exact issue. so go to settings and general. i put my finger on passcode lock, then drag 3 fingers. worked like a charm the first time
