You don't need Mac OS 9.1 for running Adobe Reader and Internet Explorer.
Get the latest Adobe Reader for 10.4.11 here: ftp://ftp.adobe.com/pub/adobe/reader/mac/9.x/9.4.0/en_US/AdbeRdr940_en_US_ppc.pk g.zip
Please do not install the Internet Explorer for Mac. It hasn't been updated for 7 years! Read more about it here: http://internet-explorer-for-mac.en.softonic.com/mac
I recommend using TenFourFox which makes Firefox available for 10.4.11 users:

If you just want to run classic mode, copy the System Folder from another Mac that has OS 9.1 (or better with 9.2.1 or 9.2.2) installed. A USB thumb dive works great for this. Transfer the folder to your Mac. It won't interfere with your OS X system which is in a folder titled System.
