HT4623: Update your iPhone, iPad, or iPod touch

HT4623 iPhone will not sync with Exchange.  iPad with identical Exchange settings works perfectly.  What could be the problem?

I have even tried factory re-set of the phone, then establishing the account before I do anything else.  Exchange Server recognizes all account settings, but then when it tries to sync returns the message: "Cannot Get Mail  The connetion to the server failed".

iPhone 4S, iOS 6.0.1
